A frozen queue and a restarting queue are different faults

Both look identical in a screenshot and both end with you not playing, but they come apart immediately if you watch the entry for ten minutes. The hidden cause is nearly always the drive

A queue that stops mid-transfer with no useful message is often a full disk discovered during unpacking rather than at the start, because the listed download size and the space a completed install needs are not the same number. Check free space again before you touch the network. Launch weekend, when the line is the problem

Consoles idle in rest mode only download if they are configured to stay connected, and the equivalent power state on the other platform is sleep rather than full shutdown; both are documented by PlayStation support and Xbox support. Beyond that, some networks shed heavy traffic during peak hours, and the peak hours of a release are exactly when everyone else is pulling the same file.
